Contact others who feel the same about the never-ending issue of homeless management. Most funds are simply allocated to fund the salaries of bureaucrats.
2. Meet and Plan
Through the groups on Facebook or in your own Meetup.com efforts, let's talk to each other about the fact that large numbers of constituents can tip a ballot and people can come down from office for refusing to allow a voice in change from those who elected officials to power.
3. Make Time-Bound Goals
A suggestion is to address the Mayor, then his Boss, the Governor until there is an answer to your questions.

Note about an organization I'd like to form:
A non-governmental organization (NGO) is any non-profit, voluntary citizens' group which is organized on a local, national or international level. Task-oriented and driven by people with a common interest, NGOs perform a variety of service and humanitarian functions, bring citizen concerns to Governments, advocate and monitor policies and encourage political participation through provision of information. Some are organized around specific issues, such as human rights, environment or health. They provide analysis and expertise, serve as early warning mechanisms and help monitor and implement international agreements. Their relationship with offices and agencies of the United Nations system differs depending on their goals, their venue and the mandate of a particular institution.

If possible, please download and print the two plans designed to form a business and housing model in which homeless people are taught to build tiny homes to own them, then to work for a company in which they build and sell different models of tiny homes to sell, thus making it an effective employment solution.

5. Strategic Partners are necessary:
The Next Step in this effort is to find strategic partners and properties that would serve the needs of the first colony:
- A Commercial Real Estate investment management company.
- The services of a grant writer to submit a full proposal for funding from HUD.
- Design and construction assistance for the first prototype of the “pod” or tiny house.
- Real Estate Law consultancy for the variation on a commercial property, to allow inhabitants in the first “pods” or tiny houses.
- A HUD-approved Real Estate Developer to put together an estimate for the central tower and the additional structures necessary for the needs of the tenants.
- Students or consultants in Economics and Industrial Design to create jobs for the tenants of the village or colony, thus laying the foundation for a sustainable community.
